The publication of Working together to safeguard children 2026 places a clear expectation on safeguarding leaders to create safeguarding systems that are anti-discriminatory and anti-racist. The guidance states that effective safeguarding is anti-discriminatory and anti-racist, requiring practitioners to understand factors such as ethnicity, disability, and social circumstances that shape children's experiences and access to support.

This session will help DSLs and senior leaders understand what an anti-discriminatory safeguarding culture looks like in practice, why it matters for child protection outcomes, and what learning from serious case reviews tells us about the risks when race, culture, identity and bias are overlooked.

By the end of the session, participants will:

  • Understand the new anti-discriminatory and anti-racist expectations within Working Together to Safeguard Children 2026.
  • Define anti-discriminatory safeguarding culture and how it differs from equality statements or compliance-based approaches.
  • Explore how bias, adultification, and cultural assumptions can affect safeguarding practice.
  • Examine key findings from serious case reviews and the Child Safeguarding Practice Review Panel report.
  • Reflect on leadership actions that create psychologically safe and inclusive safeguarding environments.
