Strengthening Decision-making: How to prepare for an Independent Review Panel
Permanent exclusions remain one of the most serious decisions a school can make — and one of the most scrutinised. Department for Education data shows permanent exclusion rates have risen in recent years, and an increasing number of cases are being taken to Independent Review Panels (IRPs).
While IRPs cannot reinstate pupils, a notable proportion result in governing board decisions being quashed or recommended for reconsideration due to weaknesses in process, evidence or procedural fairness.
IRPs are, in effect, growing teeth. This Judicium Sofa Session will help school leaders and governors understand what panels are looking for and how to ensure exclusion decisions are rigorous, proportionate and defensible. The focus is simple: getting it right first time and avoiding avoidable challenge.

Steve Barker
Rik is a Safeguarding Consultant and the SEND Lead at Judicium. With experience of primary and secondary education, he brings to the team a detailed understanding of the cross-cutting nature of SEND and safeguarding, effective partnership working and management of resources.
While working as a primary school teacher, Rik completed a master’s degree in psychology of education. He then moved into secondary schools where he worked as a SENDCO, Senior Mental Health Lead and an Assistant Principal. Rik has played a central role in safeguarding and pastoral teams, championing a holistic approach to supporting children and their families. He developed whole-school policies and systems, led on best practice and has overseen systemic change including establishing a SEND department in a new secondary academy.
