SEND Leadership in Schools 2025: Confident, Inclusive, and Impactful
By Rik Chilvers, SEND Lead, Judicium Education
SEND leadership continues to be a key priority for schools and academies; with evolving pupil needs, tighter accountability measures, and growing demands on staff time and resources, leading SEND effectively can feel overwhelming. However, when the right strategies are applied, leadership teams can build inclusive, confident, and impactful SEND provision that benefits every pupil.
Why SEND Leadership Matters
Leading SEND means building a culture where high-quality teaching is accessible to all, staff feel empowered, and every decision is made with a commitment to inclusivity in mind.
Here’s how school leaders can develop SEND provision:
- Embed High-Quality Teaching
At the heart of effective SEND provision is high-quality, adaptive teaching. Leaders can champion approaches like dual coding, pre-teaching vocabulary, chunking information, and using concrete resources to bridge learning gaps. Investing in training and sharing best practices gives teachers the confidence to differentiate effectively and create classrooms where every pupil can access the curriculum.
- Understand Your SEND Cohort
Understanding your SEND cohort is crucial. Analyse patterns in attendance, exclusions, attainment, and engagement. Asking questions like “where are the gaps?” and “which groups need targeted support?” provide you with data-driven insights help you prioritise interventions and make decisions that drive meaningful change.
- Empower Your SENDCO
Your SENDCO is a key driver of success, but the role is demanding. Make sure they’re supported through effective line management, opportunities for professional development, and time to focus on strategic improvements rather than being overwhelmed by paperwork. A well-supported SENDCO means a well-supported SEND team.
- Prioritise an Inclusive Culture
Inclusion is a school-wide commitment. School Leaders set the tone by ensuring supporting children with SEND is engrained into the school’s overarching vision and improvement plan. Create an environment where every pupil feels they belong, and staff feel confident in meeting diverse needs.
- Prepare for Ofsted
Inclusion is a core part of Ofsted’s Education Inspection Framework (EIF). Inspectors look for an ambitious curriculum, inclusive practices, and evidence that pupils with SEND achieve well. But this isn’t just about inspections—it’s about preparing every pupil for success in school, further education, and life.
Leading SEND provision is challenging, but you’re not alone. By focusing on:
- High-quality teaching for all
- Strategic use of data
- Supporting your SENDCO
- Embedding an inclusive culture
- Aligning with inspection priorities
…you can build confidence across your team and provide a SEND strategy that truly makes a difference.

As the pressure on schools increases, we need to examine the current challenges and reflect on actions that ensure every child, regardless of their strengths and needs, has access to the education they deserve. The impact this is having on the whole school community is already apparent, but how do schools and academy trusts even begin to address this?
